Was or were in conditional sentences type 2

If, as the radio say, there was ice on the pools in the morning, the temperature could have been -2 degrees or lower. At zero no ice is formed on the surface of water.

What? Your sister saw Jimmy at The Oasis! Well, if it was really him, he must have been dismissed again.

Why can't use "were" in these sentences?
