First of all, it's "a greater number of houses" or "more houses."

When "number of" means some of a countable noun, it's plural, so "A greater number of houses were built...."
When "number of" means a particular numeric value, it's singular:

Q: Did you count the cutlery?
A: The number of teaspoons was 22, but the number of forks was
