Was or were?

I was reading this bit in a novel:

"His cavalry would be riding through the thinned cedar stands, though what might slow them more than anything else was the butterflies."

I understand that with the plural, you're to use 'were', but here, it's 'was', is it because it's referring to a group of butterflies? then why not 'was the group of butterflies'?
