Was or has been?

Which of the following sentences is correct?

1) Franklin Delano Roosevelt was one of the best presidents the U.S. has ever had.

2) Franklin Delano Roosevelt has been one of the best presidents the U.S. has ever had.

BTW, should I capitalize the word "president" in the above sentences?
