Can I say,

They looked / seemed / was smart in the uniform.

I would suggest "... in their uniforms."

I also wouldn't use "seemed." For me "smart" in appearance is how you look - you either DO look smart, or you do NOT look smart, but you don't "seem" to look smart.

If you use "smart" to refer to intelligence, then "They seemed smart when we met them but we soon learned that this was not so" might apply, but there's little about a uniform
