was going to vs was supposed to

Hello,

was going to do my homework this afternoon, but I played soccer instead.

He was going to fix the bathroom sink, but he didn't have the correct parts.

They were going to improve the train system, but the ran out of money.

In all the above sentences, was going to is replaceable with was suposed to ? and Do they both have the same meaning?
