Can one say:

a. A pill was given to him to calm down.
b. Money was given to him to go to Paris. [He uses the money to buy a ticket to Paris.]

c. A letter was sent to him to present himself at the mayor's office. [the letter tells him to go to the mayor's office]

Those are correct.

But they are very neutrally written and often there will be more elegant ways of speaking. It's more human to put the 'he' first.

He received/was given a pill to calm down.
