The Council on Foreign Affairs was founded on 1921 and is an independent think tank.

Can I use "was" and "is" in the same sentence?

You can use a relative clause to tie the two thoughts together:

A lot of learners seem to have this idea that you can't put different tenses in the same sentence. You can, and it is not at all unusual.
