was done VS has been done

I know that it was probably asked many times, but every time I try to look up some info about it I only get more confused.

Today in my English class we had Passive Voice. It's nothing new to us, it was just a quick review. We had a sentence "All of the food was eaten at the party".

Okay, now, why is it past simple? I thought we use past simple only when the time is said in the sentence. Why is it not "All of the food has been eaten at the party."?

Another example: "The homework has been done" vs "The homework was done". What's the difference? Sometimes I can't decide which tense I should use, please help me. Thank you
