Was closed, refurbished and S + instated .....

The restaurant was closed, completely refurbished and new management instated before reopening.

Q) Does the main verb 'was' above affect the verb 'refurbished' and even 'instated?' (i.e. ~ ~new management (was) instated before reopening.)

Because of the new subject after 'and,' it hard to understand for me.

The main verb is not 'was' as you have mentioned. The verbs close and instate, the main verbs, are in passive voice.
