Is it correct to say I am born in London?

Usually by the time a person can say anything intelligible, they have already been born.
One's birth is always in the past. There are exceptions. In Christianity, when a person has been dead, or died (spiritually), and comes to life again as an adult, they say "I am a born-again Christian."
But the place of this rebirth is not relevant.
