Was believed to have lived

"Authorities late on Tuesday surrounded a house in Paterson where, according to the New York Times, Saipov was believed to have lived." (Reuters.)

Why is the simple past "was believed" used in the cited sentence instead of present "is believed" as Saipov, the suspect of the terrorist attack, is still alive?
