I know the best answer is by using was, but would using any of the three be acceptable if had to? Thank you!

I'm talking to my friend and she asks:

Didn't you recently join the military? And I reply:

Yes, it had been my plan to join the military all along. Or

Yes, it had been my plan to do it. Or
