Wants him not to or don't want him to

Hi. Please tell if these are correct. I think each pair try to say the same thing. Thank you in advance.

1. His mom wants him not to smoke.
2. His mom doesn't want him to smoke.

1. Mom wants me not to spend too much time surfing the net.
2. Mom don't want me to spend too much time surfing the net.

Yes, the meanings are the same, but native speakers normally use #2.
