want to make sure where to put apostrophe if the name has s at the end..

Hi can u please tell me that if there is a 'S' at the end of a name ,proper noun,where do i put an apostrophe..for example,the name is Herbert Binns,,so where should be the apostrophe,is it right if i put the apostrophe like Hebert Binns',or should be Binns's,,please let me know.

There is not universal agreement on this. If you would say "Binns-iz" then write Binns's.
