Want to know the implication of the seemingly simple sentence

The passage below comes from SAT Power Vocab as follows :

This sentence is simple enough at the first glance.
But on second thought it doesn't seem so simple.
It seems a bit humorous to me.
But I don't know exactly why.

The humour is mainly in the absurdity of the second part. The experts expect a newborn baby to speak fluent French.
