Want to know something .....?

hi,
i am a student and i will going UK for my further studies so my UK college took my one online english test and then i got 'UPPER INTERMEDIATE' and now i think it means i m eligible to go there but my college Dean said u r not eligible so u have to do a english course from our college and after completion ur english course u will do ur HOSPITALITY COURSE .
But now i want to know that "What is the meaning of UPPER INTERMEDIATE.....?"
