want or wanted

At 0:41, Hank says:
Well, that's too bad. A deal is a deal. (If) you want/wanted to find your parents, that's how you get to them.

(1) Is it want or wanted?
(2) I don't really hear the "If", but it seems like it's left out. If you were to transcribe this line, would you put it in or not?
If not, how would you write it?
(a) You want/wanted to find your parents, that's how you get to them. (as a single sentence)
(b) You want/wanted to find your parents. That's how you get to them. (as two sentences both being declarative.)
(c) You want/wanted to find your parents? That's how you get to them. (as two sentences the first being interrogative.)
