Want

In general want does not allow Passivisation:

1. Ed wanted a new CD player.

2. A new CD player was wanted by ED.

(from English Syntax and Argumentation)

I found a example of want that is used in Passivisation in Google.

3. Brooks was wanted by the Los Angeles Police Department

4. Hadzic was wanted on 14 charges of war crimes and crimes against humanity committed during the war in Croatia.

Q1) I think #3 is from 'Los Angeles Police Deparment wanted Brooks' which looks the same in transformation from #2 to #1. Is it not?

Q2) Which meaning of want #4 have?

I think '(to be) wanted by (the police / the FBI / etc)' is idiomatic:
