I'd call him a "street hawker," but both the name and the practice are old fashioned in my experience.

In that case, I would say "street vendor." "Peddler" is a pretty old-fashioned term, and usually refers to someone who walks from town to town selling things.

In the US there are not too many currently who "walk from town to town selling things," but there may well be in Trinidad.
