Wally

Is 'Wally' really being used as a name in English cultures? Why I ask this is there is the word, 'wally', whose meaning is a fool. So, to me, 'Wally' feels very inappropriate to be used as someone's name.

No. Many years ago I had a physics teacher who was called Wally by his friends. None of us had ever heard of the definition you found, so to us it was just the normal and expected nickname for Walter, which was his full first name.
