Walk up to someone & walk OVER TO someone

Is it "to walk up to someone" or "to walk over to someone"?

If both are possible, do they mean the same thing?

Thank you

They are both correct, but they do not mean exactly the same. "walk up to someone" focuses more on the approach, whereas "walk over to someone" focuses more on the space crossed to reach them.
