A picket line is a group of workers who protest outside a building to prevent other workers from going inside, especially because they have a disagreement with their employers.

To walk on a picket line is to walk along the outside of the building or factory premises. "Until their shoes wore out" means that they continued to walk until they had no shoes left i.e. for a very long time.

This expression is normally used to say that no matter what you do the situation will not change.

They can walk on the picket lines until their shoes wear out but that won't change the government decision.
