walk in on vs walk into

When you enter a room by accident and people are having a meeting, do you say "walk into a meeting by accident" or "walk in on a meeting by accident"?

Really either could work, but I would say walk in on only if I'd intruded on something private or illicit. "I walked in on someone in the bathroom, they didn't lock the door". "I walked in on these two guys standing mysteriously in the corner". "I walked in on a high-security meeting and a light started flashing". Unless the meeting was really secret or sensitive, I would say "walked into".
