Waking roar meaning

Hi,

what is the meaning of the phrase waking roar?

The examples I've found so far indicate that, contrary to my first impression, it doesn't (only?) mean "the roar of something that is waking up". Is it then just a signifier, meaning "loud enough to wake up anything that hears it"?

An example sentence:

A waking roar echoed through the trees.
