Waiting list

-There are two courses on the waiting lists. (each course has its own list; so plural when talking about more than one course)
-There are two courses on the waiting list. (referring to the entire system known as WAITING LIST, so singular)

It is very confusing what list you are talking about.
I gave three examples of possibilities.

Suppose I want to enroll in a course but it is full. I put my name on the wait-list for that course (English 234).
I want to enroll in a different course, but it is full too. I put my name on the wait
