*** vs and

Under a decision signed by Deputy Prime Minister *** Foreign Minister Pham Binh Minh on Saturday, Binh will also work as acting Director of the Press and Information Department at the Ministry.

According to some dictionaries, "***" is a preposition here which means "together with" or "plus".

Does it also mean "and"?
Can I use "and" instead of "***" in that sentence?
