Voting

Suppose a government legislature, with 100 members, voted on a new law. 80 voted for the new law, and 20 voted against it.

"The new law was passed 80-20."
"The new law was passed 80%."

Is the second sentence grammatical?

You need the preposition "by" to make it correct.

The new law was passed by 80% (of the members).
