Voice-over

I was watching an interview on a German channel where the person who was being interviewed was speaking English. However, the channel decided to use a voice-over. Could I say something like this?

"They dubbed over the English language with a voice-over."

Thank you.

Yes – that works, though I expect there's a more technical way of saying it.
