Actually you can change active to passive in that tense. It's simply that the passive future continuous is very rarely used.

The children will be taking the bus.
The bus will be being taken by the children.

There are two voices: active and passive. Future continuous passive voice ('I will be being examined by the doctor tomorrow afternoon') is exceedingly awkward, and I have never seen it appear anywhere except in artificial EFL exercises.
