[Vocabulary.com]+[Smarti.Words] alternatives for PC & Android

Please, could you advise some apps for learning words and working out both English and Russian vocabulary by flashcards, where I'm able to keep up with my progress by world user leaderboards? It should be like Vocabulary.com and the Smarti.Words app.
Moreover, I must have possibilities to create or load my personal lists. For example, I'd like to make a special file/list to include present, past and participle forms and their various correct definitions for a one irregular verb, so that I can learn it accurately and precisely.
WARNING! This app should help me to practice my own vocabulary, so I need sources neither for learning the English language nor for using all-made content. (Please, don't recommend me such apps as Quizlet and Magoosh.)
