I've got a bit of problem in grammar of the first line of the answer :
He means if I was English it would be better than British ?? So why isn't there "if" in his answer? He's answered casually?
He means "if I was English it would be better than British" ?? No, he doesn't mean that. He means I think I am English, not British.

There is no if-condition here.
Consider this simpler example. eg I'd say Mary was pretty rather than beautiful.
