Hello everyone,

If two people don't talk to each other or two people want to fight each other. One of them wants to start first or starts first whether to talk or to fight. What is "the taking action first in these situations" as a verb called in English? Even sometimes this situation happens between countries which have had bad relations for many years for example between "US and N Korea", but first US tried to normalise the relation with NK.
