If that is exactly the way the sentence was written, I can understand the confusion. The question is wrong, so there is no possible answer.

Thanks for the warnings. I quickly added the sentence, so I made a mistake. Here is the original one:

At the first ---- of twelve, everybody stopped for lunch.

I believe "first" should be removed.
