"Speeding" usually means "driving faster than you are allowed to drive."

It would help if you give a context. Each one is possible in different situations but, which one to choose would depend on a context.

but in general point of view:
speed is important. is OK
but
speeding is a bad thing.
as AS gave me some examples, and I would like to rewrite one of them:
Speeding is risky.
So from this viewpoint, I think speed is more positive, and speeding is almost "negative".Therefore using speeding with the adjective "important" is rather unusual

The context is missing. Can you use important in a context that is meaningful?
This really does not work very well:

Speeding in a fast car is important if you want to be a successful bank robber.

but I mean if you don't add anything beside "important" it is better "speed" to be used instead of "speeding".

There is no speed limit in a car race.
Speed is important in all races. Foot races, car races, swimming races, etc.

No, grammatically they are equal.
However, the meaning makes "speeding is important" an unlikely (but not impossible) idea.
