They aren't complete sentences, so I'm not sure what you are trying to say.

I think one of them is his/her own idia to dosen't say any thing and the other is the force by sth or sb else!!

Ok. "I have nothing to say." = doesn't want to talk.

"I have to say nothing." = In the future, I won't talk.

So the correct form is nothing!

I interpret the above as the 'to not verb' versus 'not to verb' issue.
And regarding the two choices exactly as they are, I would only say the first one.

'I have to not say (anything until......)' = 'I must
