Find an English-speaking person who is willing to spend time with you, just talking. Ask about any words you don't understand, write them down, and then try using them.

I totally agree with both previous posters. But, I don't think you can beat MM's advice to read, read, read! Read with a pencil and paper and a dictionary by your side. Jot down the words you don't know and the page number you found each on, so that when you look each one up, you can look back and read the sentences and paragraphs to see the word used in context.

I know that students now study lists of words for their SAT exams (in the U.S.), or their GREs (exam one takes as part of the qualification process to enter graduate school in the U.S). I think that is one of the harder ways to actually learn how to use words in context. I'm dating myself, but "in my day," which has been the ubiquitous lament of the aging since time immemorial, there was no such thing as test prep courses or the books like the ones kids buy these days to study for those exams. We didn't study for them; we just went and took them. Back in the day, the exams just tested what one had learned through the years in school and on one's own. I think that method of learning actually resulted, for those of us who are readers, in a better command of the language and higher verbal scores than the current methods do.

And, if you ask what the best way to improve your writing is, the answer is the same---read!
