In a Foreword to "Night Shift" Stephen King writes: "Writing is a catch-as-catch-can sort of occupation". What does "catch-as-catch-can" mean?

I don't use the expression myself, but it means that "it works sometimes, sometimes it doesn't". Probably some fishing phrase, meaning that at certain places the fishing isn't too good, but you do with what you have.
