Hello there,

Let's say person A sends an email to person B. Person B replies but doesn't answer all questions mentioned by person A. What would native speakers say in the next email from person A?

1) Would you please relate to the question regarding my passport?

3) Would you please relate to the question in regards to my passport?

Allow me to ask a follow-up question. Can the words refer and relate be used in the way I was tried to use them? When I want someone to respond to a question that I've aksed but have been ignored?

'Relate' not at all; it has no meaning there; 'refer' could mean 'mention', but not respond. I suppose that 'respond' is the word you really want.
