I'm not sure if "swap" is the better word in that sentence, please help.

Anonymous The PCs at an Internet cafe is are usually swapped between users. I don't understand what mean by 'swapped' so I can't say whether there's a better word. If you have two PCs A and B and two users P and Q, with P using A and Q using B, then if you change the situation so that Q uses A and P uses B, then you've "swapped" the PCs between the users.

OK. Well, that's stating the obvious, but it's not a situation that should be described as swapping. What you said above is the best way to say it.
