Visitors 'to leave' the building?

Q1. Which one is a right sentence, (A) or (B)?

(A) Visitors leaving the building are reminded to return their pass.

(B) Visitors to leave the building are reminded to return their pass.


Q2. If (b) is not correct, why is that?

Can't (B) be used in the meaning of "Visitors who will leave the building are reminded to return their pass."?
