virtually

Within 2 to 6 weeks of an exposuree, the majority of infected persons will have a positive HIV antibody test, with virtually all being positive by 6 months.

I know virtually means almost, but in this sentence I cannot understand with this meaning. Please tell me what the word "virtually" means here.
