All query-for-pay services are dubious at best. Even if they're not crooks (and many are), the premise is
fundamentally flawed. They make their money by volume, which means that your query will be submitted along with dozen others (if not more) by e-mail, often without regards for whether your query fits what the production companies or agents may be looking for. Yours will pass unnoticed at best, and may even get you a bad reputation at worst if the agency doing the querying is indiscriminate in its targeting and its frequency.
A lot of those querying agencies are also mere portals for other services, such as coverage services, script doctors, etc. That makes you the product to be sold, rather than your script.
All of this may be irrelevant in any case, unless your script is strong. Is this your first one?

It's the first one I've finished and polished over and over enough to think it's good enough to submit. I have several others that aren't yet finished.

Well I'd love to go down this road once more but I have other less masochistic things to do, like slamming my hand in a car door repeatedly.
Suffice to say that you're putting the cart before the horse. Give yourself about five more finished scripts before you take the next step. By that time, you'll also understand a lot better how the business works.
