Or as in "a brief incident or scene in a play or movie"?

For the former meaning, a vignette is just a short story. So ... just write a short story.
For the latter meaning, you'd have to lay your story out like a play, like this:

I think 'vignette' is more commonly used these days to descibe a photographic technique whereby the edges of a portrait are softly faded into the background.
