Victory or the victory?

Hi there,
I'd like to know when I should put "the" when I use the word "victory."
I'm so confused.
I looked for some quotes and it seemed that the both cases appeared.
For example,
“Sometimes the prize is not worth the costs. The means by which we achieve victory are as important as the victory itself.”
