Is there like a rule of thumb or guidelines as to which of those three goes into which sentence? For example, are the following substitutes valid?
People access the Web by establishing a connection to the Internet.
People access the Web via establishing a connection to the Internet.
People access the Web through establishing a connection to the Internet.

You've got a whole -ing clause that explains how people access the web, so use "by". "via" goes better with a noun: People access the web via the internet. "through" is used more with a noun as well, and it can mean "because of": Through international trade, even the poor can afford oranges.
