Via vs through vs by

Hello, ..


Is there like a rule of thumb or guidelines as to which of those three goes into which sentence? For example, are the following substitutes valid?


People access the Web by establishing a connection to the Internet.


People access the Web via establishing a connection to the Internet.


People access the Web through establishing a connection to the Internet.
