Very confusing interpretation?

In fact, free time is one of the most desirable goals we can aspire to. While work is seen as a necessary evil, being able to relax, to have nothing to do, seems to most people the royal road to happiness.

The second sentence is very confusing to me and don't know how to interpret. What do you think?
