"very bothering"

"Double parking is very bothering."

I saw this catchphrase and I was wondering if bothering is used as an adjective? I think that it is because very is used and there is no object behind bothering like The movie is boring, He is amazing, etc. Or do we need a object like people or you? And bothering is a verb and functions as a progressive present? What do you native English speakers think?
