Verbs with or without prepositions

Hi teachers,

Could the preposition be taken off the text and still preserve it's original meaning in the following sentences? (Could you correct this sentence question I am asking here for me as I struggled with the phural and singular issue?)

1. The opposition parties tried to stall on the vote. = The opposition parties tried to stall the vote.

2. She was a great performer, she really delievered on the goods. = She really delievered the goods.

3. "stall on" vs "stall off"
