Verbs used as nouns

Here, the Common refers to the Boston Common.
Then there came another cry from the Common, not a human one this time but something between a surprised yelp and a hurt yowl. Clay turned to look and saw the dog that had been trotting with the Frisbee in its mouth.

I'd like to know though we can use a verb as a noun as in my example if we don't have any noun which corresponds with the verb.

I'd like to know though whether we can use a verb as a noun, as in my example, if we don't have any noun which corresponds with for the verb.

I don't think such a rule exists in English!
However as fivejedjon has pointed out, in this case (and many other cases indeed), a word can function both as a noun and a verb.
